Calvert County adopted its first transportation plan in 1997, A Transportation Plan for Calvert County 2010. The plan established specific improvements to shape transportation and inform land use patterns through 2010. The updated plan, Calvert County Long Range Transportation Plan, provides functional guidance, which focuses on what Calvert County government can do to relieve congestion and maintain a functional level of service on roads in the county. Calvert County’s major thoroughfares are owned and maintained by Maryland Department of Transportation State Highway Administration (MDOT SHA). Each year Calvert County works with the MDOT and with local and State government officials on transportation priorities. While Calvert County receives funds for some road improvements, such as the corridor of MD 231 and MD 2/4 in Prince Frederick, other funding for the Thomas Johnson Bridge have been cut and monies redirected to other State projects throughout the State of Maryland. Besides the State having budgetary restraints, it also funds 23 other counties within the State of Maryland for road improvement funding. Calvert County does not have the usage levels to warrant extensive upgrades and funding as set forth by MD SHA.
The updated transportation plan for Calvert County applies practical and effective strategies to address the county’s needs. These strategies include traffic management tools and improvement projects that can be funded or initiated by the Calvert County Government.
On March 24, 2020, the Board of County Commissioners voted to adopt the February 2020 Draft Transportation Plan with amendments. The plan replaces the 1997 plan, A Transportation Plan for Calvert County. The new Transportation Plan serves as a functional guide for future planning to be implemented through local laws and public investments over the next 20 years.
