Maryland Property Tax Exemption for Disabled Veterans and Surviving Spouses

Maryland offers a property tax exemption to veterans that have a service-connected 100% permanent and total, or unemployable disability rating from the VA. This is a complete exemption from real property taxes on their house and surrounding yard. This exemption is available to non-remarried surviving spouses of eligible veterans and to surviving spouses of service members killed in the line of duty.

The scholarship is open to full-time Georgia Southwestern State University students who are providing care for a loved one or pursuing a career related to caregiving. Charlotte Hall Veterans Home is a facility providing a continuum of care from the Assisted Living unit to a higher level of care in the Skilled Nursing Home. Charlotte Hall Veterans Home also provides services for eligible spouses who are unable to take care of themselves due to age or disability. The Home provides the support and services required for shelter, sustenance, medical care, and social services necessary to maintain the resident's medical condition and quality of life.

The Home is Medicare/Medicaid certified, and all veteran residents receive a per diem subsidy from the U.S. Department of Veterans Affairs that is applied toward the cost of their care. Assisted Living veteran residents also receive a State of Maryland subsidy that covers a portion of their cost of care, depending upon monthly income.

Programs and services employ a “needs-based” approach. Staff and volunteers work one-on-one with service members, veterans, and military families–providing ongoing support for as long as legitimate needs require.

Case managers often introduce new programs to further assist service members and military families throughout the journey to recovery and transition back into their communities.

The Fund processes, on average, 150 grant requests each day and typically delivers assistance within 24-48 hours of receiving an emergency request, within a week for non-urgent cases.

The Yellow Ribbon Fund provides critical support to post-9/11 wounded, ill, and injured service members, extending its services to their families and caregivers. This includes offering housing, transportation, education, employment assistance, and family support to aid in their recovery and rehabilitation to active-duty and disabled veterans receiving treatment at Walter Reed Medical Center enabling families to stay together during critical recuperation.

A Department of Defense (DoD) program-A 24/7 connection to information, answers and support to help military personnel and their families reach their goals, overcome challenges and thrive.  Military OneSource provides information and resources related to tax services, spouse employment, webinars and online training, relocation and deployment tools.

Other topics include childcare, adoption assistance, special needs care, elder care, relationship consultation, parenting consultations, transitioning support, education assistance, health and wellness coaching, financial consultations. 

Other services include call center consultation and referral services, language translation services for documents and for telephonic interpretation, and non-medical counseling available in person, by telephone, via secure chat or by secure video session.

Financial assistance for wounded warriors and their families.

Items Considered for Assistance:

  • Rent/Mortgage (must be accompanied by a copy of mortgage statement with account number and billing address. If rental assistance is being requested, a copy of the rental agreement that has the name/address of the rental/lease company, monthly rent amount
  • Utility bills (electric, gas, water, sewer)
  • Childcare during illness or surgery
  • Housing and/or airfare for a family member to assist an injured or recovering member

If you are in need of financial assistance and are post 9/11 combat wounded veteran currently receiving care at a military healthcare facility with an expected rating of at least 70%, we may be able to help. Please have your service liaison, chain of command, or care provider request an application by email.

Operation Second Chance has set the following requirements for providing assistance:

  • Veteran must have a Military or VA Rating of not less than 70%, or active duty with a Purple Heart. Priority will be given to those whose injuries are Combat Related.
  • Must have not less than 6 months of active duty status.
  • Total family income must not exceed $4,000 monthly. (Exceptions will be made for families larger then 6)
  • Must have an honorable discharge listed on DD214.
  • Completed Applications will need to be submitted through a caseworker or VA Representative.
